For 32-bits I got my DLL here: http://gnuwin32.sourceforge.net/packages/tiff.htm (version 3.8.2) and I'm running my code with success.

However, the archive contains 2 files in folder lib: tiff.dll and tiff.lib. The Python libtiff code does not recognise these binaries. When I rename then to libtiff.dll and libtiff.lib, then it does not also work: AttributeError: function 'TIFFGetVersion' not found. Am I missing something? What am I doing wrong?
Have you tried Christoph Gohlke's site?
